Past President of Genoa’s Civil Law Notaries
I was born in Perugia in 1961, but completed nearly all my education in Genoa: classical studies at the Bartolomeo Arecco high school, law degree with honors, and post-graduate studies at the local Notary School. I’ve spent time in France, Switzerland, and the United States for advanced and university studies.
During my university years and immediately after, I was active in the Italian Liberal Party, holding various positions including at the national level. I was among the driving forces behind the small journal Lib. I also served as a district councilor in Genoa/Castelletto and as an alternate board member of AMIU Genoa (actually, the company that collects garbage in my city).
I have been married to Monica since October 2002, and we have two daughters, Fabiola and Clarissa, born in Switzerland in July 2006 and July 2007 respectively.
I have been a Civil Law Notary since 1994, initially based in Lavagna (Genoa) and subsequently in Genoa itself.
I have taught at the University of Genoa’s School of Specialization for Legal Professions and at the Aristotele Morello School of Notary in Genoa. I have contributed as an instructor or speaker at various institutions, providing training for students, aspiring notaries, and colleagues from Italy, the United States, and France. I have delivered presentations at conferences across numerous countries in Europe, America, and Asia.
I have been deeply involved in international relations, having long chaired the Franco-Italian Notary Committee and explored various aspects of international law, publishing several contributions in this field. Simultaneously, I developed an interest in IT law, holding several positions in this area. I served as secretary of the Commission on Information Technology and Legal Security of the International Union of Latin Notaries, chaired by a London colleague. I then presided over the IVTF (International Verification Task Force), based in Brussels, which developed a system for pan-European circulation of notarial deeds in electronic format. Finally, I served as Chairman of the New Technologies sector of the European notariat, also based in Brussels.
I have published works in Italian, English, and French, some of which have been translated into Spanish and occasionally appeared in German and Latvian. In 2019, I compiled my reflections on digital notary practices in The Digital Notary, a small book published by Giuffrè, an old Italian legal publisher now part of the Parisian group Lefebvre.
Several official studies and formal opinions on this subject issued by the National Council of Notaries bear my signature. I have been a speaker at official notarial congresses at Italian, European, and global levels.
